The Coalition was honored to work with both the Senate Commerce, Science and Transportation and House Transportation and Infrastructure Committees on this critical legislation that includes a robust and forward-leaning unmanned aircraft systems (UAS) subtitle. H.R. 302, which passed both chambers with overwhelming bipartisan support, will expedite the development and implementation of an unmanned traffic management (UTM) system, authorize the FAA to impose remote identification and tracking requirements on all users, and enable federal law enforcement and homeland security to exercise tailored counter-UAS authorities with due consideration to the ongoing safety of the national airspace and privacy and civil liberties. WASHINGTON, DC – APRIL 6, 2016 – On April 1, the Micro UAS Advisory and Rulemaking Committee (ARC) submitted to the FAA Administrator a final report proposing recommendations focused primarily on performance standards for the operation of small unmanned aerial systems (sUAS) over people (OOP). (Although the ARC was named the Micro UAS ARC, its recommendations cover operations over people by UAS of varying weights.) The Small UAV Coalition applauds the Micro UAS ARC for proposing performance standards, manufacturer compliance requirements, and operational provisions, that are risk-based, that would allow certain UAS to be operated over people not directly involved in the operation of the aircraft. The ability to safely operate UAS over populated areas is critical to realizing the full potential of commercial and recreational UAS applications, and enabling the United States to fully and safely embrace the vast economic and consumer benefits of UAS as a whole. WASHINGTON, DC – March 31, 2014 – The Small UAV Coalition applauds the Federal Aviation Administration (FAA) for taking important steps to improve the section 333 process, and especially for implementing some measures the Coalition recommended in a letter to the FAA earlier this month. Until the FAA issues its final rule for small unmanned aircraft systems, expected in 2016 or 2017, the section 333 process is the only way by which small UAVs may be legally authorized to operate commercially.

At this time the proposed rule has not been made available to the public, but based on a summary provided today and a Regulatory Evaluation released yesterday, we applaud the FAA for creating a flexible framework that appears to be risk-based, as we have advocated, and focused on the technological capabilities of UAVs, rather than simply adapting a set of rules from those currently governing manned aircraft.

SMALL UAV COALITION ASKS FAA TO FORM SMALL UAV ADVISORY COMMITTEE
The committee would focus on autonomous and beyond line of sight operations
WASHINGTON, DC – NOVEMBER 12, 2014 – The Small UAV Coalition submitted a letter to the Federal Aviation Administration (FAA) last week to request the creation of an Aviation Rulemaking Committee (ARC) specifically related to small UAVs, in order to tackle issues that the FAA is not likely to address in the upcoming small UAV rule. Specifically, the Small UAV Coalition wants the committee to focus on issues related to autonomous and beyond line of sight (BLOS) operations. The FAA has devoted time and attention to these operations, although they are technologically feasible and increasingly common throughout the world. The Small UAV Coalition believes a small UAV ARC would provide the opportunity for an engaging and productive dialogue between manufacturers, operators, and agency officials.

SMALL UAV COALITION URGES SWIFT APPROVAL OF SENSEFLY’S PETITION FOR EXEMPTION
Approval of the petition would pave efficient way for manufacturers to certify operators in the United States
WASHINGTON, DC – OCTOBER 28, 2014 – The Small UAV Coalition filed comments yesterday in support of senseFly’s recent petition to the Federal Aviation Administration (FAA), in which senseFly requested permission for it and its operators to operate its eBee in the United States for precision agriculture purposes. Although the Coalition has filed comments in support of 31 other petitions, this petition is notable in that its approval would create a path for other companies to operate the senseFly eBee for similar purposes without requiring these companies to obtain their own exemption. The FAA’s position to date is to entertain petitions only from individual operators – meaning that each operator of the eBee separately would have to undergo the 4-month petition process even after the FAA approved 1.5 lb eBee for operation by senseFly.
